In addition, the I/O is responsible for the management and oversight of the OSFL budget formulation and execution processes to include the review and processing of Reimbursable Work Authorizations (RWAs), Purchase Orders and contracts, and Interagency Agreements. PRES provides technical assistance on planning and other matters that impact the implementation of career, technical, and adult education programs, as well as correctional education and community colleges. It coordinates OCTAE’s review of documents circulated by Executive Secretariat and the Office of General Counsel (OGC) so that the expertise and views of the Assistant Secretary and program officials are shared with other Department offices. PRES also coordinates the clearance of grant program announcements, grant competition technical review plans, grant slate memoranda and information collection packages and provides technical assistance to staff on Departmental grants policies and procedures. The Assistant Secretary acts for the Secretary in the administration of the Department and represents and advises the Secretary on all inter- and intra-agency administrative matters (e.g., procurement, financial management, grants management, human capital management, personnel security and facilities management, and business support systems) as well as other activities and functions as directed. The Assistant Secretary provides leadership on all operational matters, offering expertise and technical assistance to the Secretary and the Deputy Secretary on the implementation of major management reform initiatives such as those mandated by the President’s Management Initiatives and the Government Performance and Results Act Modernization Act of 2010.
OESE Functional Statements
Assigning unique identifiers to requirements conveys a big benefit to the system developer. Grants Management Policy Division (GMPD)
The Recruitment, Staffing and Compensation Division (RSCD) provides oversight, consultation and operational services to the Department in the areas of staffing, recruitment and classification, student employment, special hiring initiatives, payroll, personnel processing and management of personnel records. The Office of Grants Management (OGM) develops, manages, and provides policy guidance and oversight of the Department’s grant management activities and operations. OGM provides leadership and direction in the areas of discretionary and formula grant functional statement management and administration policy, internal control assessment for grants, grant management training, external audit resolution and risk treatment, and indirect cost negotiations.

The claimant states she is “currently an exempt GS 12/5”and does not question her FLSA exemption status. The FLSA claims process in subpart G of part 551 of title 5, Code of Federal Regulations (CFR), covers disputes over FLSA exemption status, failure to pay FLSA nonexempt employees the minimum wage or the proper overtime pay, and child labor complaints. As an FLSA exempt employee who is not disputing her exemption status, the claimant is not covered by the FLSA claims process since it does not cover the issue she raises; i.e., not receiving the correct rate of basic pay for performing higher graded duties. Therefore, for purposes of responding to her claim, we have treated it as a Federal civilian employee compensation claim which OPM is authorized to settle under the provisions of section 3702(a)(2) of title 31, United States Code (U.S.C.), and part 178 of title 5, CFR.
